Committees

Requirements for MOA Committees

The ultimate responsibility of all "Michaywe' sponsored activities" rests with the Board of Directors and thus must insist on committee compliance to the following basic principles of operation.

1. The purpose or charter for each committee must be clearly stated.

2. Each committee must keep records and report to the Board. Reports to the Board should include a listing of all considerations.

3. All committees must decide by consensus, that is, collective opinion when possible. A minority report must also be submitted to the Board where consensus is not reached.

4. Each committee may consist of:
      a. Chairperson
     b. Board Liaison
     c. Specified number of Members
     d. Appropriate staff members

5. Members of the committees shall represent the interests of the Association - that is, represent the collective interests of all members

6. Chairperson, Board Liaison and specified Members must be MOA Members.

7. Committee Chairperson shall be appointed/approved by the Board.

8. Committee members may be appointed, recruited by the Chairperson, be self-nominated, and/or nominated by the Board.

9. Each committee shall be encouraged to have Members with varying views and interests.

10. Potential conflicts of interest must be disclosed and avoided if possible.

Arts & Crafts Fair Committee

The purpose of this committee is to promote, manage, coordinate and supervise the Annual Arts and Crafts Fain in cooperation with the General Manager.

Audit Committee

The purpose of this committee is to represent the membership to assure accurate and timely production and presentationof all financial data of the MOA; to meet with the auditors of the association as may be deemed necessary; to make recommendations to the Baord and the management with regard to these matters.

Buildings and Grounds

The purpose of this committee is to observe the ongoing condition of all real property owned by the Association; to make recommendations to the Board and the General Manager regarding all matters.

Bylaw Committee

Elections

The purpose of this committee is to supervise the conduct of the annual election of the Board of Directors of the Association, including the initial request for candidates, selection of those candidates, all mailing associated therewith, and the conduct of the election itself, reporting the results, together with all supporting documentation.

Long Range Planning

The puropose of this committee is to consider the future (more than one year in advance) direction and needs of the Michaywe Community, and to make recommendations, in that regard, to the Board of Directors.  When appropriate, said recommendations shall include information related to estimated costs and expenses of such recommendations.

Opal Lake Park

The Opal Lake Park Committee is responsible for the general maintenance and improvements to the Park, buildings, equipment and grounds.  A major effort is the Annual Spring clean-up before opening which includes:  removing limbs, trash and raking the grounds; cleaning the deck and beach area; check grills and beach equipment, make needed repairs; and place floats designating the swim area.

Restrictions Compliance

The purpose of this committee is to identify MOA Deed Restrictions and County Ordinance violations and establish a program for enforcement.  To review and recommend changes or additions to MOA restrictions and publish a manual for all MOA members.  Develop and monitor a reporting method whereby MOA members may identify violations and direct same to the MOA office for Committee Action.

Architectural Review

The purpose of this committee is to review site and building plans and specifications for new or additions to existing structures using applicable sections specified in the Master Deed Restrictions and presented in the Manual of Building Permit Requiments in evaluating plans submitted for approval.

Social and Recreational

The purpose of this committee is to work within the community, and to coordinate the various social activities which (a) function in the name of the Association, (b) use the facilities owned by the Association, or (c) require financial support, either directly or indirectly, from the Association.
